The facility was so classified that workers were either brought in shuttered buses, or delivered via a special line in subway cars.
The design of an underground bunker in the center of Moscow began in 1945 due to the imminent threat of a nuclear war with the United States. On a personal assignment from Joseph Stalin, Soviet scientists began to develop nuclear weapons and means of protection against it. The bunker was supposed to be near the Kremlin, so that in the case of a nuclear war with the United States Stalin and the Soviet government could quickly get to the shelter and continue to manage the state and the army. In 1947 scientists prepared a technical project for the bunker, and in 1956 all work was completed, including the implementation of life support and communication systems. The bunker area was more than 7000 square meters.

The bunker was fully equipped in case of a possible nuclear strike: it stored food supplies, fuel, two wells with drinking water and air purification systems worked. In 1962, during the Caribbean crisis, the facility worked autonomously in anticipation of a nuclear strike against Moscow: at that time, up to 2,500 people were on duty on its territory.

By the mid-70s, it was decided to reconstruct the facility due to numerous technical problems, but due to lack of funding, the reconstruction was never carried out - the bunker gradually became unusable, and in 1995, after the seizure of secret equipment, the facility was completely declassified.

The entrance to Stalin's bunker on the surface is protected by a 6-meter-thick concrete dome, which is hidden in the frame of an ordinary house. The building has pseudo-windows where light was specially lit in the evenings, even during the time the bunker was operating/
